What Is the New Caregiver Pilot 2025?
Canada is launching a new Home Caregiver Pilot in 2025 to replace the existing Home Child Care Provider and Home Support Worker Pilots (which are ending in June 2024). Under the new pilot, qualified caregivers will be able to come to Canada with a job offer and apply directly for permanent residency (PR).
This marks a significant improvement—earlier, candidates had to complete work experience in Canada before applying for PR.

- Job Offer Required: You must have a full-time home care job offer from a Canadian employer.

Who Can Apply?
To be eligible for the new caregiver pilot, applicants must:
- Have a full-time job offer in home care from a Canadian employer.
- Meet minimum language requirements (likely CLB 5 or higher).
- Have post-secondary education credentials (equivalent to at least one year of Canadian post-secondary education).
- Demonstrate relevant caregiving experience or training.
What Is Home Care Work?
Caregivers in this program are expected to provide in-home care to:
- Seniors
- Persons with disabilities
- Individuals with chronic or terminal illnesses
Care can be provided in private homes or care institutions, but the worker must be living outside the employer’s home (not a live-in position unless specifically arranged).
When Does It Start?
The new pilot is expected to launch by the end of 2024 or early 2025, after the current caregiver pilots officially close in June 2024. The full eligibility criteria and application details will be released soon by Immigration, Refugees and Citizenship Canada (IRCC).
Can Foreign Workers Apply?
Yes! This program is designed to allow foreign caregivers outside Canada to come, work, and settle permanently. This is a golden opportunity for caregivers from countries like the Philippines, India, Bangladesh, Nigeria, and more.
